iPhone Shouldn’t apps that sync through icloud be ready to go at launch?

Apps that i sync between an ipad and an iphone (like goodnotes or voicedream reader) always have to -just after i launch them- sync and load the content from icloud.. Is this normal behavior? I have background refresh on, is there something i am missing? Apple’s stock apps always start up synced, no waiting or anything.

Background refresh doesn’t sync after a set value. It syncs after behavior and when it can. Sometimes apps will be ready when I open and sometimes they won’t. Apples own apps probably have bigger priority. iCloud also probably syncs many things at once. Say you open the calendar and it will sync the latest changes. But while it’s doing that it probably pulls your reminders as well etc etc
