Siri disabled when driving?

How do I keep Siri working while driving?

Siri goes "dumb" when I'm driving. I speak, the Siri whirl comes up, "thinks" for awhile, and then disappears. Abysmal UI. And when I press the side button, a dark screen with a car icon comes on.

I've tried changing driving focus to manual. I've also deleted the driving focus. No change.
