Siri Suggestions Widget Not Working

On Thursday I deleted an app that normally showed up on Siri Suggestions on my home screen. Ever since then, the Siri Suggestions widget won't work at all and just says "No Suggestions Available". I've tried disabling and enabling the widget, restarting, changing various settings under siri, but nothing works. Whenever I bring the widget back it shows suggestions for a few seconds, then they disappear and I get "No Suggestions Available". Any ideas on how to get the widget to work again? I'm on 15.4.1.

You need to go to Settings - Siri&Search, find the app you want, open "Suggest App", you need at least 8 apps to display.
