Without the desaturation and some of the other steps, it's an old instant 'retouch' trick to smooth faces out and give them a 'glow' if time is of the essence and you need something done within seconds. You've got to watch blowing out the highlights and filling in the dark areas though, which usually means an intermediate tonal compression stage.

Does anybody know how to get this effect using FCP? I tried fooling around a bit but wasn't able to do it.

On my PS 7.01, the one with the red arrow is called the "pen tool" and the one with the blue arrowis called the "polygonal lasso tool".

I will give it a shot and update as I can.

One thing everyone seems to be forgetting is the background on those images (specifically the ones of cities). There is a haze that fades the background, so even if you have a single row of buildings, get a skyline and haze it into the back ground :D
