Just wondering if any folks running Ventura 13.5 on a 7,1 could check their sleeping power draw (with a watt-o-meter) and see if they can feel the fans running.

Mine's drawing about 18 watts while asleep, and there's a clearly discernible flow of air from the lower right if you're looking at the back of the machine, which I believe is where the blower fan for the memory etc side of the machine is.

I do not own a 7,1 but just as reference, Apple lists the minimum power consumption during Sleep as 15 watts:
And your observation sounds plausible as the RAM is volatile and needs to be supplied with power during sleep which produces heat.
I'm on 240v so the stated use should be closer to 14w, but I suppose the second GPU, afterburner and possibly more ram than the test config might explain the difference.

It's a bit of a difference from my old 4,1/5,1 which went to sleep, stayed asleep and ran no fans or anything while doing so.

Hibernate 25 doesn't seem to work, or change things, either.
