iPad Slower file transfer with iOS 11/11.0.1

When I updated my iPad from 10.3.3 to 11, the file transfer from my dell laptop to iPad has dropped by 2 MB/S.

I have tested this issues a dozen or so times with same files and different large files and the issue remains.

I performed a fresh clean install of iOS 11.
I did not restore from iCloud.
I installed about 10 same apps from App Store.
I’m using same exact Apple cable that came with iPad.

How do I know the transfer speed is slower?

I open task manager in win 8.1, select SSD, I can see the read speed of SSD. And the average read speed is 2 MB/s slower.

Has anyone noticed a similar issue??

Besides that, my iPad is working great with iOS 11.0.1.
