Maybe I'm wrong but is it possible that when you're in idle mode or doing very soft tasks such as viewing images/ videos or browsing web there's slightly more fan noise in Mojave than before? Just very light throughout all soft usage or when idle. Almost unnoticeable but still noticeable more than in High Sierra when in idle mode.
