iPhone Software is Up To Date 8.4.1

My iPhone 6 (Verizon) says "Your software is up to date. At 8.4.1".How is that possible? My iPad sees the 9.0 update but my iPhone doesn't. I've hard rebooted twice.

Anyone else with this issue?

EDIT: nevermind, it finally showed up magically. But obviously, the update failed. It just works!

Wait a bit, it's probably being rolled out.

If I try to update via iTunes, I get the same error but if I update via OTA, I can update to iOS 9 (though it keeps failing, yay for server being hammered)

edit: and now I can update via iTunes, doing that now instead, actually works instead of trying and failing to update via OTA.
