My friend has recently returned from Laos after 5 years. Her iPhone still thinks it’s in Laos when she try’s to make App Store purchases. Could this be due to her payment method being based in Laos? I’m not sure if that’s the case but I figure I need a starting point.

Yes precisely. Also just because you have physically moved, doesn’t mean the AppStore will switch. There are various apps / services available only in certain countries.

I’m not sure if it’s hanged but changing App Store countries used to be tricky and once you did it you lost all your purchased records. If you were to redownload something it would all of a sudden be missing.
