has anyone used this card in a MP3,1 with a Tbolt 2 adapter running Mavs?

Sadly no, this will not function in either case.

The card requires at least macOS 10.12.6 or above to function, and will not work on prior versions of macOS.

Also, the card is not compatible with Thunderbolt devices.
Although similar, be aware that USB-C ≠ Thunderbolt 3. See https://thunderbolttechnology.net/blog/difference-between-usb-c-and-thunderbolt-3 for more information.
Thunderbolt 3 is a superset of USB-C. A USB device can work on a Thunderbolt port, but a Thunderbolt device can not work on a USB-C port alone.
Any Thunderbolt peripheral must be connected to a host-computer equipped with Thunderbolt in order to function."

To use Thunderbolt devices, you need a Thunderbolt add-in card. It will need some software (such as Windows 10) or firmware change to allow Thunderbolt devices.

What do you want to use with the Apple Thunderbolt 3 to Thunderbolt 2 Adapter?

Some newer Thunderbolt hubs/docks will work as USB devices. Such Thunderbolt devices will have reduced capabilities:
1) Instead of two 4 lane DisplayPort outputs that Thunderbolt supports, a USB connection would be limited to one 2 lane DisplayPort output (or no outputs at all if you connect to a USB port that does not support USB-C DisplayPort Alt Mode).
2) PCIe devices will not work (such as GPUs or other PCIe devices including NVMe devices except if the Thunderbolt device also includes a USB to NVMe bridge).

my UA Apollo audio I/O.
Buy I think it'll easier and more reliable to upgrade to a MM8,1.
