Sound control panel will not work.

Occurs in beta 4, 5 and 6.
When I click on the sound control panel in Preferences, I get the spinning beach ball and then a message "Preferences Error" Could not load Sound preferences pane.
This has been the case in High Sierra Beta 4, 5 and 6.
27" iMac, Late 2013
3.5 GHz Intel Core i7
16 GB memory
Nvidia GeForce GTX 780M 4 GB
