Speak Screen (Accessibility) broken in iOS 10?

Since updating (I'm at 10.0.2), I can no longer successfully drag two fingers down from the top of the screen to have the contents of the screen read aloud. The controls appear briefly then vanish in a bug-like way. My Settings are correct — the feature is enabled. Is anyone else noticing this or is it just me?

Following up: it appears the Enhanced Voice data file was corrupt. Changing voices "fixed" it. A reset and re-download repaired the voice that was not working.
