System Storeage use - iPad mini 2

Anyone else’s device reporting an absurdly large amount of storage used by the system? It was a fresh install when iOS 11.3 came out so there can’t be much built up on it. It’s only a 16 GB model so it doesn’t have a lot to work with but it shoudlnt be 13 GB worth. Anyone else care to share theirs? Particularly iPad mini users? Thanks! I figure once the standards public beta is out I’ll wipe it and start fresh anyway, just wondering if others were seeing this.
