TB4 3-meters cable transfer speed on TB3 port?

I have TB4 Pro Cable (3m), just bought from Apple Store, MacBook Pro that supports TB4 and Studio Display that supports TB3.
If I connect Studio Display to MacBook Pro with the TB4 cable, I guess the TB4 cable and port would act like TB3 bcuz of its backward compatibility.
Then, will it still support 40Gbps transfer speed? or would be nerfed under 20Gbps bcuz of the length?
