the cursor becomes really big only restart solve this problem help

the cursor becomes really big but remain in low res. It happen most of the time while loading something or sometimes randomly. Especially Valve made games. the cursor remain loading most of the time when this happen. when it happen it will not responds to any action like mouse click keyboard click even disconnect some device and reconnect it, it won't reconnect / takes longer to reconnect. happen with MacOS Mojave and High Sierra. Booting into safe mode won't solve the problem. Can someone help to address and resolve this problem?
Fusion drive with apple ssd and a seagate ssd ( DIY Fusion Drive )
e-Gpu Rx460 with Purge-Wrangler.sh installed ( also set-egpu.sh as well but this problem happen before this installation )
Mac Mini 2014 Mid model
MacOs Mojave Latest Developer Beta installed

In System Preferences > Accessibility, is Shake mouse pointer to locate enabled under display?
