Hi there! I actually cannot believe that people will bother about such a game! My favourite arcade platformer is also pretty simple: https://itunes.apple.com/en/app/electricity-run-game/id963759829?mt=8 , but Tic Tac Toe is way too basic to be appreciated! It looks like something that will normally be seen on the play.google.com store and I am really surprised that it made it on iOS! The game does not even have a proper website. The link on the App Store actually leads to games.com and you will have to admit that this is a pretty cheeky move! There is this online version: http://playtictactoe.com/ that I found, and I would rather play it than download an app that will eat my phone’s memory up! Hope that helps!
