In a magazine for Apple products (issue early 2015) I found information one can place entry with key 'IncludesByPath' to Time Machine plist file. It stores array of strings, each string containing file system path.
We can need it very well to exclude one sub-directory from one Time Machine exclude rule.
It means exclude rules contain one directory at disk folders tree high level. One another folder inside this folder however several levels down in directory tree needs to be excluded from Time Machine exclusion list.

Will setting with key 'IncludesByPath' lead to aimed goal?
We can use plutil and write utilities in order to modify plist needed way.
How to write array of strings, each standing for file system path, to setting entry in plist file?
