Transfer apps from device back?

After syncing my iPhone, I have a habit of clicking 'Back Up Now' once more, just to be safe.

When I did that today, it asked if I would like to transfer purchases to iTunes.
Are the days of complete backup of the phone back? Just like iOS 7?
