Trouble getting thumb drive to work mac/windows

When I format a 16G thumb drive to exfat in Sierra, and plug it in W7 it says it needs formating. Then partitions it into two partitions that I don't want.

If I format it in W7 in exfat, plug it in to Sierra it also says it needs formatting. What am I doing wrong here?
