I updated my iPad mini 2 to 12.5.4, then I updated the current Charles Schwab App.
Now the app will not run as it requires iOS 13 and the iPad is only good for iOS 12.5.4 and I am unable to DL a compatible version when I slit on Download.
Unfortunately, I have since deleted the backup for this iPad device.
Anything I can do to get back the older version of the APP? and how to do it?

Think you are out-of-luck, as if Schwab was supporting older OSes, the appropriate app would still be downloadable/available in App Store.

And the actual apps have not been backed up since 2017(?), so guessing might not have had a backup of the old version anyway.

If you've been backing up to a Mac, can check ~/Music/iTunes/Mobile Applications to see if anything there. Windows iTunes has a similar location, but I don't know exact pathname for that (Documents/Music/iTunes/Mobile Applications ?).
