iPhone Unable to save from iCloud to iPhone

I used to get photos and video clips from my Mac to my iPhone by copying to iCloud while on my computer. Then on my iPhone open the 'Files' app and save the photo or video to the iPhone, where it would stored and browsable via the Photos app.

That save to phone / download to phone feature in the Files app appears to be gone. Am I wrong? Or is there another method in iOS 13.

I'm stupid. I didn't realize the 'Copy' context at the bottom of the screen was the top of a scroll menu.
