iPad Unable to use the Mail app to sign into iCloud

Hi, I have not used the Mail app on iPad before. I clicked on iCloud and entered the email address and password I used to sign into Apple store. On the top right, it shows Next. Pressing it leads to Verifying but then it returns to Next. What is wrong here? The id and password should be correct as otherwise it would say incorrect id or password.
