iPad Unactivated iCloud locked ipad3

hey guys,

I got an unactivated iCloud locked iPad 3 wifi.

It's pretty confusing, I don't really get it how to unlock it.
Do I have to pay for a scaming site or could I unlock it on my on?

I got wifi access but not the possibil to connect it with a computer at the moment.

Would be nice if someone could help me!
