iPhone Unlock with iPhone won't turn on

Since installing iOS 13 and 13.1, Unlock with iPhone for my apple watch won't be enabled. I try to enable it, it asks me to enter the passcode in my watch (which i do), then it goes back to the menu...but the feature isn't enabled.

i've restarted my phone and my watch, but no change.

any ideas?
