General Videos loading slowly

i own a 10,5 iPad Pro on iOS 11 dev Beta 4 ans an iPad Air 2 with 10.something.
The Videos (YouTube, as well locally stored ones) and even animated gifs load extremely slow.
I get the spinning wheel for several seconds and then the video starts. On the iOS 10 device, the videos almost start instantly.
And on top: Youtube plays all videos on 480p preset. After I switch to 1080p, it just plays fine.
