iPhone Volume doesn't work/cuts out on bluetooth headphones

Since I updated to iOS13 I've been unable to get volume from my PowerBeats3 headphones. I also tried another generic pair of BT headphones and had the same result. They both pair fine and seem to be working but there is no volume. If I hold the volume button up on the headphone I will start getting sporadic audio. Choppy and sputtering audio. Using the volume control directly on phone yields the same result.
I have tried Youtube app, Spotify app and Safari for testing amongst others.

Any idea or suggestions?
