I just bought a 2017 27" iMac and would like to use my Late 2013 27" iMac that has two Thunderbolt ports as the secondary display to the 2017 27" imac.

I connected the 2017 iMac to a Thunderbolt 3 to Thunderbolt 2 adapter from the adapter I connected a Thunderbolt to Thunderbolt cable, and from the cable to the Thunderbolt port on the 2013 imac. I then pressed command-F2 to start Target Display mode. But nothing happened. Is there something in High Sierra preventing this from working? If not please let me know what I am doing wrong. Below are the part numbers from Apple that I am using.
MD861LL/A is the Cable
MMEL2AM/A is the adapter

Everything says it should work, but it doesn't, I have the correct cables and I made sure the port on the 2013 was Thunderbolt and not Displayport. Don't know what to do next.
