iPad Web pages crashing or reloading

I have a 6th generation IPad. Software is up to date. When visiting a web site, the pages either reload or crash. This happen wither using Safari or Chrome. As an example, while I was typing this, Mac Rumors reloaded 2 times. This happen on pretty much every web site I visit. I had this issue with my 1st gen IPad mini but assumed it was due to age as it was about 4-5 years old when it started doing it. My current IPad is just a year and a half old. Any ideas on how to fix this issue?

Update to 13.6. it fixed my safari crashes
