Web Server-PHP won't work

I have a fresh install of OS 10.5 Server. I am trying to set up the web server, so far I have been able to get apache to work, but I can't get php to work. I uncommented the line in the apache config file to load the php module but it still won't work can someone tell me what to do.

Did you restart your apache server after you uncommented the line?

1. You should be uncommenting the line "LoadModule php5_module libexec/apache2/libphp5.so"
2. then restart apache by doing "sudo apachectl restart"

yeah, actually the line was already uncommented.
i tried restarting apache from the command line and from the server admin app.
