Weird stuttering issue with FXP when exporting.

Hi everyone i am desperately needing some help with the following issue.

My videos are super smooth when watching in FXP. They are at 60 FPS.

When I export my video and watch the final, the motions look like they are stuttering.
I've exported at 1080P and it only allows to export it at 30 FPS
I have also exported the master file at 60FPS and it looks the same. Stuttered motions.

I'm not quite sure what to do?

Is it possible to export a video at 60 fps in 1080p to see if that fixes it?

If you set the PROJECT SETTINGS to a 60fps timeline, the export should be done in 60fps.
