what app icon is this?

I've seen in a new times and it seems to developer centric but I could be wrong.

You mean for a JB app? When does it appear? I've never seen it in development either. Also doesn't appear in a Google image search.

I've seen it in someone's tutorial in their macOS dock.

It’s an icon that literally represents the home screen as @casperes1996 said. It appears when pressing Cmd-Tab on a keyboard connected to an iPad (see screenshot). It is also the icon for ‘Home Screen and Dock’ in Settings. I’m not sure if it appears anywhere else.

Thanks. So it's just an icon that represents an iPad. Why does it appear when pressing Cmd-Tab? Is that the key command to connect a wireless keyboard to an iPad?

It doesn't represent an iPad. It represents the home screen, i.e. the springboard. And as cambookpro says, cmd+tab is for changing apps, like he showed in the screenshot
