You can upgrade a 10.10 VM in Fusion.

I guess you were trying to install El Capitan in a VM. There's an unofficial fix for that in the VMware communities: https://communities.vmware.com/thread/512914

Btw. as mentioned by other posters, my toolbar icons also show up blank, but you can tweak the settings to also show text which helps.
