OP is on an iPad, not an iPhone. I don't think iPadOS has an option to control the speed of Haptic Touch.It's in Accessibility / Touch / 3D & Haptic Touch.
There's a touch duration setting, which can be slow or fast. The default is fast.

Might be a bug, might just be how it’s supposed to be. I’m pretty sure the speed of Haptic Touch is set to the fastest setting by default, so even though you can’t access the settings for it I’m pretty sure it’s as fast as it can be.Strange how the last sentence of my post didn’t make it...
