I have also noticed that my iPhone (6s iOS 15.8.1) receives SMS as well as iMessages (green and blue) even when Cellular network, Bluetooth, and Wi-Fi are turned off on the phone.
I suppose that this phenomenon takes place when another one of my devices, like an iPad or MacBook, is linked to iCloud. At least, I haven't noticed this happening when I'm in town without any other devices. Nevertheless, I wouldn't vouch for this either
