you could say 'to make way for purple and teal' but they still sell all the older colors from XR for 11...

Did those not sell well or something? Especially the blue, which was in tons of marketing footage.

Maybe they don't want people getting the most popular color, again, to differentiate for the 11 in the wild? Still I'd think the 2 cameras alone would separate it physically and the square bump

I think it’s just differentiation for the newer model. Black, white and (product) red are staples for most generations of iPhone, the rest they’ve mixed up to make things interesting. I prefer the previous palette personally, but I picked a red XR so makes no odds to me really.
