Actually it also rings on an old spare IP6S that doesn't have a sim card in it. I'm NOT complaining, just wondering why this happens. Three or 4 years ago the same thing happened and then it stopped.

In trying to setup something else (I don't remember what), I think I clicked on "sharing". In my devices, my old IP6S is listed as well as my iPad Pro. On my primary phone (IP11), wi-fi calling is OFF. I don't see any option for wi-fi calling on the 6S.

I assume with the sim card removed, ATT can not tell if I use the 6 in this manner.

Actually I like this setup as I can leave my 6S booted up in the livingroom and have a phone there when a call comes in even if the 11 is in another room.
