iCloud Why is uploading to iCloud Photo so slow?

I’m trying to upload 144 photos to iCloud Photos over WiFi. It’s taking forever. It’s been over an hour and it’s barely made progress.

All photos uploaded to OneDrive in about 2 minutes, so it’s not the network speed, it’s iCloud.

Why are iCloud photo uploads so slow?
