Yes, but there have been rumors that Saharas as fast as 1.6ghz have seen the light of day.

How do you know that the 750fx only goes to 1GHz? Just because the manufacturor has stated this as a limit doesn't mean that since that they haven't developed new manufacturoring processes. Just look at the G4 7455a. The 7455 was supposed to top at 1GHz but they made a revision and voila the 7455a at 1.25GHz.
