Hi, I just upgraded to IOS 14. And when I turn off Wi-Fi via Control Center, and it takes a long time when actually disabling. Is that normal or a bug? Thanks!

My X is on 14.7.1 and doesn't have that issue... Have you tried to restart your device as sometimes that can correct issues. If not you might try resetting network settings under settings/general/reset.

It depends on the iPhone model. My iPhone 7 is pokey slow with network changes but my iPhone 8 switches fast enough
