In the office we encountered a really odd issue on Windows 8.1, wherein right-clicking the jumplist would come up with strange colours and icons (see below). Luckily one of the IT gurus managed to figure this one out, so I'm just posting on here to hopefully help somebody else.
Basically, this is due to a Windows Update, which was originally designed to make the transition to Windows 10 more seamless (I assume by annoying the user into upgrading).
Naturally, this Windows Update doesn't even show up in the Windows update list. If you're having this problem, here's the fix:
1) Open an elevated Command Prompt by right-clicking the Start menu icon and clicking 'Command Prompt (Admin)'.
2) Type in wusa /uninstall /kb:3072318 and press Enter.
3) This message will now pop up. Press Yes.
4) Restart.
It'll all be OK from there.
