iOS XCode 12 (backwards compatible with IOS13?)

Is installing XCode 12 beta going to allow me to make apps that work with IOS13 techniques? Or do you have to use the older Xcode for that?

Any beta is to allow you to test new Xcode features; you can't submit applications with it.

You can still set the deployment target to older versions of iOS, but as Red Menace says you can't submit it for the App Store. - If your target is iOS 13 I would just install Xcode 11 from the App Store and be done with it.
