In the 2nd instructional video, he chooses "New Project" from the menu. He highlights "iPhone Applications" which brings up 3 options in the right pane: Cocoa Touch Application, Cocoa Touch List, and Cocoa Touch Toolbar. However, when I follow along, the options that I have available are: Navigation-Based Application, OpenGL ES Application, Tab Bar Application, and three others unrelated to Cocoa.

Is there an additional layer that I need to install?

There were MANY changes from Beta 1 and 2 of the SDK (including Xcode), when most of the videos were made, and the "final" release. Be glad you weren't programming during that time - for like the first 4 betas, every new beta release would break our builds because Apple changed how something worked, sometimes in huge ways (with no explanation why).
