Is it possible to setup 3 users to login in an iPad? And can they all be using their own fingerprints?

No, it’s a long requested feature for iPad, but iPadOS doesn’t allow it at the moment (probably because most iPads don’t have the stockage to support multi profiles). You can always switch AppleID each time you switch users, but it’s not intuitive and simple.

In Apple ecosystem, you can only setup multiple profiles on Apple TV and on Mac

iPad doesn't support multiple user accounts.

It is possible to allow multiple users to unlock the iPad by registering their fingerprints. I'm not sure how many fingers you can register, but I've done as many as five.
