Apple store app requires 13.0?

The app on my iPhone 6 on 12.5 was running fine until it asked me to upgrade.
When I tried, it updated my OS to 12.5.1 instead and now Apple Store app won’t open saying it needs 13.0.

Am I SOL?

Yes, the compatibility section of the Apple Store app shows that it requires iOS 13.0 or later. I prefer the app to the website, but at least you've got the web access.
