iPhone Appstore update buttons changed since iOS9??

Since the release of iOS9 somerhing weird is showing in the appstore. I'm still running 8.4.1 and while my 'updates' tab shows there are 17 updates waiting (i update manually), when i go there all updates show a button that say 'open' instead of 'update'?

Some glitch with the App Store on the server side, perhaps due to traffic or something else. I recall running into this type of thing around the iOS 8 (if not iOS 7) initial release as well.
