I purchased an iPad 3 weeks ago, and Apple is allowing me to return it outside of the usual return window so that I can get the M4 version instead. This means I won't have both iPads at the same time, and won't be able to do the cloud option of setting up a new iPad from an existing one.

That's what I did when I got the current one, and I was impressed that it brought over literally everything including being signed in to apps. Is this the same when using iTunes backup/restore? Because this is going to be my only option when I receive the M4 version next week.

If you do encrypted backup/restore, that should retain as much data and settings as possible.

on par with the "use iPad to set up new iPad" sync?

I haven’t bought any new devices recently so I can’t compare. I do recall the encrypted backup retained most of my app logins apart from the Kindle app.
