Buildings aren't 3D when using (3D) turn by turn directions?

I moved to a city that has 3D maps enabled, but it doesn't display the buildings in 3D unless it's in satellite mode. It also doesn't show buildings in 3D while using turn by turn navigation.

Has this feature been changed or removed since iOS 9?

Flyover does not equal 3d-buildings in turn by turn navigation. Check the availability (for iOS8) here: http://www.apple.com/ios/feature-availability/

To be honest, you don’t want 3D buildings during navigation. In far too many areas this just obscures the roads you are trying to see.
