Just checking - can Configurator on iOS be used to restore a T2 Mac's firmware, eg when replacing the built-in, user-servicable storage on a 2019 Mac Pro?

Or does that have to be done from a Mac version of Configurator?

Using Finder to restore a Mac's T2 firmware is new with Sonoma.

From the Apple suport site:

"Another Mac, which you will use to revive or restore the affected Mac. This Mac must be using macOS Monterey or later."

...would seem to indicate it can be done from Monterey?

*edit* I see, they're conflating both modes at that point of the explanation... that's badly written, and thy clarify later finder is Sonoma only, and Configurator is Monterey or Later... but FFS they don't offer configurator for pre-Sonoma systems.
