iPad Data leaks on 6.1.3?

I'm about to go mad over this.

Ever since I got the cellular iPad 4, I had issues with data mysteriously being consumed - an issue I've seen elsewhere with other devices on iOS 6. It's to the point I need to turn off cellular - something I never did with my iPad 2.

For anyone who has upgraded to the latest, do you still see data issues? I'm willing to throw away my jailbreak for it.

Diagnostic data is not sent over cellular (and it would not even remotely be enough for you to notice).

I don't have an iphone, but I remember from moons ago the kerfuffle with data being sent.
