There was nothing set up - I'd done it previously - installed, deleted my "home" that was automatically created, then uninstalled.Check what you have allowed in "home kit" in settings. And install the App and have a look in it.
I don't think its uninstalled properly, its more that the icon is just deleted rather than the software is being uninstalled. I had a similar issue with apple health ages ago.
Not sure what OS you are running but apply the latest updates, might be a bug that has been fixed.
Sometimes uninstalled apps can create issues. Not saying its the same issue but my issue was related to that Apple Health was uninstalled. Tuning off all background processing after reinstalling and deleting it seems to have settled it down, so *shrug*
